To drugi album (z planowanych 50-ciu) z cyklu poświęconego poszczególnym stanom USA. Pierwszym był „Michigan” w 2003 r. Stevens nagrał i wyprodukował album w wielu miejscach w Nowym Jorku, wykorzystując sprzęt studyjny o niskiej jakości i różnorodne instrumenty. Dzieła i teksty poświęcone są historii, kulturze, sztuce i geografii. Stevens opracował je po analizie dokumentów kryminalnych, literackich i historycznych. Krytycy pochwalili album za dobrze napisane teksty i skomplikowane orkiestracje. „Illinois” został uznany za najlepszy album 2005 roku przez Metacritic i był pierwszym dużym sukcesem Stevensa do tej pory ( Top Billboard 200).
