Czwarty album legendy synthpopu miał premierę w 1990 roku. Kilkanaście piosenek Neil Tennant i Chris Lowe nagrywali w Monachium oraz słynnych Abbey Road Studios. Pet Shop Boys współpracowali producencko ze słynnym niemieckim kompozytorem Haroldem Faltenmeyerem, autorem niezapomnianego głównego tematu filmowego hitu "Gliniarz z Beverly Hills". W Wielkiej Brytanii "Behaviour" dotarł do drugiego miejsca notowania albumów i ostatecznie pokrył się platyną. Status złotej płyty wydawnictwo zdobyło w paru innych krajach europejskich oraz w Kanadzie. Warto dodać, że w studiu Neila i Chrisa wspomogli wybitni muzycy, Johnny Marr z The Smiths oraz Angelo Badalamenti. Z "Behaviour" wykrojono kilka singli, w tym "Jealousy", czy "So Hard". Do kompaktu dodano drugą płytę, "Further Listening: 1990–1991", na której znalazło się w sumie 13 utworów, w tym inne miksy i wydłużone wersje (wśród nich niesamowity "Where the Streets Have No Name (I Can't Take My Eyes off You)").
